There are 11 chapters, the first 10 of which appeared in the of the book, published in 1990. The main features include a review of the land situation that prompted the Government to set up the land use panel in 1977; the extensive consultations of traditional rulers, and citizens in Town Hall meetings; and the Recommendations in the Majority and Minority Reports presented to Government by the Land Use Panel.
